Site and Entitlement Screen
Test a land deal's zoning, entitlement path and site risks before you lend on it

Install it in one line — paste a single command into Claude, ChatGPT or Cursor and it writes the skill into your project.
Free, and about thirty seconds: a work email and a six-digit code.
Downloading shares your name, firm, role, and email with Avi Hacker, J.D.. That introduction is what keeps every skill here free.
What this skill does
Screens a development site for whether the planned project can legally be built there — zoning fit, the approvals needed and how long they take, fees and exactions, environmental and physical constraints, and local political risk. Written for developers deciding whether to pursue a site; land and predevelopment lenders can use it to test a borrower's entitlement story.
What it does
- Starts from what is recorded against the land — easements, covenants, access — before zoning
- Tests the program against height, density, setbacks and parking from the current code text
- Classifies the approval path and builds a critical path with decision clocks and appeal windows
- Screens Phase I timing, wetlands, flood zone, geotechnical, utilities and state environmental review
- Rates dimensional, procedural and political risk separately and lets the worst one set the rating
When to use it
- A borrower brings a land or predevelopment loan request
- Before a purchase deposit goes hard
- A broker says a site is "zoned for" a use and you need to check
- Deciding what conditions a land loan needs
What to have ready
- Address, parcel numbers and a title report
- The intended program: use, units or square feet, height, parking
- Current zoning, overlays and any studies (survey, Phase I, geotechnical)
- Contract or option terms, including when the deposit goes hard
How to use it
- Download it with the button above. You'll sign in with a work email — that's how the creator knows who is using their skill.
- Copy the install prompt from the "Run it in Claude" box, and paste it into Claude along with the file. Claude installs the skill, fills in your firm's details where the file has
[BRACKETED]placeholders, and runs a quick test with you. - Then just ask in plain English. Claude picks the skill up on its own when a request matches it. Anything it still needs, it asks you for — it won't invent a number.
"Screen [ADDRESS] for a [NUMBER]-unit apartment project under [ZONING DISTRICT]. What approvals are needed, how long will they take, and what could kill it?"
What you get back
A zoning fit table, entitlement critical path, fees and exactions schedule, constraint screen, comparable approvals, a risk rating and a pursue/renegotiate/pass recommendation.
Good to know
- Output quality tracks input quality. A missing figure is flagged as missing — it is never estimated to fill a gap.
- Every draft is a starting point for your own review, not a finished decision.
- Runs anywhere Claude does: the Claude app, Claude Desktop, or Claude Code.
- Land use is local: every threshold must be confirmed against the current municipal code and by land use counsel and licensed environmental, geotechnical and civil professionals. Market and cost figures cited by the author are dated.

Inside this skill
The actual file you get. Members can read it in full before saving it.
Site and Entitlement Screen
Screen a U.S. development site for zoning fit, entitlement path, fees and exactions, environmental and physical constraints, and political risk, then produce an entitlement risk rating, a critical path, and a go / no-go on pursuit.
When to Use This Skill
Use this skill before committing predevelopment capital: when a site is offered, before an LOI or option is signed, before a deposit goes hard, when a broker's "zoned for" claim needs testing, or when an equity partner or construction lender asks what has to be true for this site to become a buildable project. This is educational decision support, not legal, environmental, engineering, tax, or investment advice. Land use is governed locally, so every threshold below must be confirmed against the current municipal code, the state enabling statute, local land use counsel, and licensed environmental, geotechnical, and civil professionals.
